Dolphin Death Bills
The two new bills are H.R.408 and S.39. They are virtually identical to the Dolphin Death Acts of last year (H.R.2823
and S.1420).
House Report 105-74, The International Dolphin Conservation Program Act, accompanies H.R. 408 and includes dissenting viewpoints, highlighted below.
A word
of warning:
These bills are not obvious from the way they are written.
For example, these bills repeal the embargo against dolphin-deadly tuna,
allowing such tuna to be imported and sold again on the American market.
But the way the bills do so is to refer to specific sections in existing
law by number and repeal them; so someone who reads the bill may not
understand what is going on. The bill summaries have been prepared by
sympathetic (and pathetic) Republican staff members, so the summaries,
while more revealing to most human beings (except lawyers) than the actual
text of the bills, are biased and misleading, too.
